Minneapolis: Muslim cop who shot woman in cold blood had three complaints against him

July 17, 2017 6:43 pm By Robert Spencer
We don’t have any indication at this point of why Mohamed Noor killed Justine Damond. There is no evidence now that he is a jihadi or that this was a jihad attack. But with three complaints against him in two years, he seems at very least to be dangerously reckless and/or incompetent. His presence on the force appears to be a manifestation of the general anxiety to avoid charges of “Islamophobia”: Minneapolis officials were so anxious to have a Somali Muslim police officer that they put Mohamed Noor on the force and kept him there when his obvious shortcomings would have had a non-Muslim officer fired or not hired in the first place.

“The cop with only two years experience who shot pyjama-wearing Australian woman, 40, dead through the DOOR of his squad car while his bodycam was off after she called 911 over ‘home intruder,'” by Hannah Moore and Josh Hanrahan, Daily Mail Australia, July 17, 2017:
Quote :
The police officer who shot and killed an unarmed Australian woman in mysterious circumstances after she called 911 to report a disturbance behind her upscale Minneapolis home has been identified.

Mohamed Noor, who joined the department in March 2015, reached over and shot Justine Damond, 40, multiple times from the passenger seat of his squad car while she spoke to his colleague on the drivers side in a back alley.
Both officer’s bodycams were off and the squad car camera not recording when Damond – who was in her pyjamas – was killed at around 11.30pm on Saturday, just a month before she was due to marry.
The Minnesota Bureau of Criminal Apprehension (BCA) – the state agency investigating the shooting – has so far kept tight-lipped on the circumstances that led to the death of the yoga and meditation teacher.
They have admitted that no weapons were recovered from the scene and according to the Star Tribune witnesses to the shooting have described Damond approaching the police cruiser in the alley behind her house.

She was holding her cell phone and talking to an officer on the drivers side before she was shot.

The only concrete statement the BCA has made so far is to confirm that ‘At one point an officer fired their weapon, fatally striking a woman’.
Noor, 31, who is the first Somali-American police officer in his precinct, has in the past been personally praised by Minneapolis Mayor Betsy Hodges.
He also holds a degree in administration and economics.
The Mayor demanded fast answers as the investigation began on Monday.
‘I have the same questions you do, and I seek the same answers you seek,’ said Mayor Hodges.
‘This process is difficult, but I want to be sure we get this right.’
He has already retained the services of a lawyer, who said on Monday that his client is devastated at the death of Damond.
‘We take this seriously with great compassion for all persons who are being touched by this,’ said attorney Tom Plunkett according to The Star Tribune.
Minneapolis Chief of Police Janeé Harteau issued a statement on Monday calling the death tragic.
‘I have many of the same questions and it is why we immediately asked for an external and independent investigation into the officer-involved shooting death,’ said Harteau.
‘I also want to assure you that I understand why so many people have so many questions at this point. I’ve asked for the investigation to be expedited to provide transparency and to answer as many questions as quickly as we can.’
The driver of the squad car that pulled up in the alley behind the home Damond shared with her fiance has been identified as Matthew Harrity, a community service officer since 2016.
On Monday morning the heartbroken stepson of Damond appeared outside his home and had harsh words for Officer Noor.
‘Why? Why did you do it?,’ said Zach Damon.
‘He has no idea the impact that he had on thousands of people. No idea.’
‘I hope that he wakes up every single day and thinks about it, and then I hope that he thinks about how he can be a better person because that’s what she did every single day. And if you don’t do that, then you’re not even living, either, man.’
According to Minneapolis Star Tribune, the website Minnesota PoliceClips has audio of an exchange between dispatch and the officers involved.
One officer says that he sees a ‘female standing behind a building’ and ‘one down’ from the same location before saying they are performing CPR.
Police in Minneapolis are required to wear bodycams at all time, but they are not continually active and are manually switched on when an officer anticipates they will be needed.
It is not know why the squad car camera cannot be used in this case.
The decision to equip all police with bodycams came after the black motorist Philando Castile was shot by an officer in 2016 in controversial circumstances.
Noor, who joined the Minneapolis Police in March 2015, has had three complaints made against him in two years – including a lawsuit.
Two are from 2017 and one from 2016 is closed and according to Lou Raguse of Kare 11 is marked ‘not to be made public’.
The lawsuit stems from a police call on May 25, 2017, when Noor and two other officers took a woman to hospital and she claimed that they carried out false imprisonment, assault and battery.
According to the ongoing lawsuit, the woman claimed that Noor ‘grabbed her right wrist and upper arm’ when moving her….

The Moral of This Story Is to Arm Yourself and NEVER Call the CopsBy Dave Hodges|July 18th, 2017

Many people have noticed that several of the local police officers, particularly the younger ones are more gruff, rude and even abusive as compared to the past. Many veteran officers attribute the shift towards DHS’ training of local police which focuses on teaching the police that the public is their enemy as opposed to the traditional view that teaches that the local population and the police are partners in keeping the community safe.
Whatever happened to the friendly neighborhood cop who walked a beat, was well-known and respected by the local residents and was seen as the protector of the neighborhood? Far too often, that cop has been replaced by thugs wearing camouflage, bank robber type black ski masks who are armed with automatic weapons and sometimes even break down the doors of people who are innocent.
In some cases, the police will shoot just because you call them to the scene of a crime that citizen whistleblower had nothing to do with. That is the case for an Australian woman living in Minnesota.

Call 911, Get Murdered

Minneapolis: Muslim cop who shot woman in cold blood had three complaints against him Justine-diamond
That’s right, the woman pictured above was executed by Minneapolis police. She called 911 to report a crime. As she approach the police vehicle and said “I am the one that called you”, she was promptly shot by the officer who was in the passenger seat which means he had to reach across his partner in the driver’s seat to fire his gun. Justine Damon was unarmed when she was gunned down.
From Fox News
Quote :
“An Australian woman engaged to marry an American next month was shot and killed by a Minneapolis cop Saturday night after calling police to report an incident, leading her family and investigators to question what caused the deadly shooting.
The woman, identified as Justine Damond, 40, was killed in the late-night shooting in the city’s Fulton neighborhood, Fox 9 reported. She reportedly had called to report an assault.
“Two Minneapolis police officers responded to a 911 call of a possible assault just north of the 5100 block of Washburn Avenue S. just before 11:30 p.m. Saturday,” the state Bureau of Criminal Apprehension said in a news release. “At one point, an officer fired their weapon, fatally striking a woman.”
Police were trying to determine whether any video of the incident exists. The body cameras of the officers involved were not activated, according to police. No weapon was found at the scene”.
Damond’s shooting death has been ruled a homicide by the Hennepin County Medical Examiner’s office.

A Long-Term Trend Towards the Militarization of the Local Police

Americans have long maintained that a man’s home is his castle and that he has the right to stand his ground in defending his property from dangerous interlopers.
Minneapolis: Muslim cop who shot woman in cold blood had three complaints against him Police-state-tallahasseeUnfortunately, the right to defend one’s own home may be disappearing. America has become Swat team happy. America has seen a disturbing trend towards militarization of its local civilian law enforcement, along with a dramatic and very disturbing rise in the use of paramilitary police units being used for routine police work. The most common use of SWAT teams today is to serve narcotics warrants, usually with forced, unannounced entry into the home.  However, anyone can be swat-teamed, even those who default on their student loans have been swat-teamed.
Since 9/11, and the subsequent militarization of the police by the Department of Homeland Security, about 5,000 Americans have been killed by US police officers. The civilian death rate is nearly equal to the number of US soldiers killed in Iraq. In fact, you are 8 times more likely to be killed by a police officer than by a terrorist.

Case In Point: Salt Lake City: The Federalization of Our Police

Under the creation of the Unified Police Department (UPD) in Salt Lake City, Utah local jurisdictions and municipalities which were previously controlled by the Salt Lake County Sheriff’s Office, was reallocated to UPD. The UPD is a regional police force. They answer to no mayor, no city council and no county commissioners. The UPD is Salt Lake City’s new police department and serves as the model for the program which is being implemented in other police departments across the nation. This centralized Gestapo type of law enforcement does not belong anywhere in America.
It is clear that the police departments are being trained as the local enforcers of the coming marital law and they are also being trained to use horrific brutality.
While the majority of police officers are good men, reports like raiding the wrong house and subsequently killing the individuals inside are becoming more common place and the officers that are involved rarely face any sort of consequences.
Minneapolis: Muslim cop who shot woman in cold blood had three complaints against him Cops-wrong-houseJohn Adams 61, was shot and killed by police in a drug raid on the wrong house. His wife Loraine, 70, was also handcuffed and forced to the ground. Not one of the officers has lost their job. In fact, some have even been promoted since the event.

Minneapolis: Muslim cop who shot woman in cold blood had three complaints against him Guerena
Jose Guerena murdered by the Pima County Sheriffs in Tucson.
Jose Guerena was shot and killed by several members of the Pima County Sheriff’s Office on a drug raid that produced no evidence of drug use or that of selling drugs. He was an Iraq veteran and the Pima Sheriffs officers let him bleed to death over the course of an hour after being shot over 60 times. The deputies denied Guerena  medical attention. Not one of the officers has lost their job.
The Guerena and Adams cases are being played out all across the country. This is unacceptable in a supposed free society. However, what we are witnessing is the militarization of police for what looks like brutal martial law training. Why else would we see such senseless acts of violence being committed by police against American citizens all across the country?

The Data Says It Is Time for the Public to Act

Minneapolis: Muslim cop who shot woman in cold blood had three complaints against him Cops-catoThe CATO Institute’s National Police Misconduct Reporting Project, in 2010 there were 4,861 reports of police misconduct involving 6,613 sworn officers and 6,826 alleged victims. THIS IS CHUMP CHANGE COMPARED TO THIS YEARS NUMBERS WHERE 523 PEOPLE HAVE BEEN EXECUTED BY THE COPS!
The question of police discipline is one of the fox watching the hen house. Far too often the police are left to discipline themselves. Many communities who are dissatisfied with police departments’ internal discipline procedures have created volunteer police watch groups to prevent the police from hiding behind the discipline offered by colleagues as they hide behind the “thin blue line”, which serves to protect fellow officers accused of wrong doing.
Minneapolis: Muslim cop who shot woman in cold blood had three complaints against him Cops-no-knock-raid-increases-300x64Coupled with the paramilitary design of the police bureaucracy itself, the police give in to what is already a serious problem in the ranks: the belief that the increasing use of power against a citizen is always justified no matter the violation. The police don’t understand that in many instances they are the cause of the escalation and bear more responsibility during an adverse outcome.

The Solution Is to Film Cops in the Performance of Their Duties

As the saying goes, a picture is worth a thousand words. Police should be filmed in the performance of their duty so there is no question as to whether the police are applying excessive force and are following the Constitution.
Minneapolis: Muslim cop who shot woman in cold blood had three complaints against him Cops-with-cameras-300x148
We can no longer trust cops to operate on their own authority. They must wear cameras.

In Minneapolis, WHERE THE AUSTRALIAN WOMAN WAS MURDERED AFTER CALLING 911,  the city government voted to spend $25,000 to have cops wear cameras in the performance of their duties. City Council member, Betsy Hodges, said that the city will ultimately save money from lessening the number of law suits.

Film Cops and Get Life In Prison

Unfortunately, many police are not warm to the idea of being filmed in the performance of their duties. However, it is perfectly legal to film cops so long as they are not interfered with as nobody in public has an expectation of privacy. Yet, the law has not stopped some cops from abusing their authority and arresting people for harmlessly filming officers in the performance of their duty.
Michael Allison, recorded police officers on duty in his front yard inspecting vehicles he was repairing. The police cited Allison for failing to properly register his vehicles, and so he requested an ordinance review hearing. Allison now faced five felony counts, with each count carrying a penalty for 15 years in prison and at last report, the case is still tied up in the courts. For videotaping police and a court proceeding, Allison faced an unbelievable total of 75 years, or the rest of his life in prison under Illinois new eavesdropping statutes.

Conclusion

Clearly, the tide of increasing and deadly police brutality must be stemmed in America. The solutions that should be invoked are (1) invoke the 10th Amendment and forbid DHS to train local law enforcement; (2) repeal the legislation which permits the military and DHS to donate military hardware to local police departments, it is not needed and promotes a paramilitary attitude towards police work; (3) establish a citizen review board which will have authority over all complaints regarding police brutality. The police can longer be allowed to judge their own; and, (4) require all on-duty police to wear cameras when they are on duty.
What is the moral of the story? Arm yourself and don’t all the cops.  The perpetrator is a Somalian born man who said that police was his calling. Tell that to the woman’s family. All I can say is beware of cops under 40.!
Minneapolis: Muslim cop who shot woman in cold blood had three complaints against him Cops-wont-stopThese simple actions could go a long way towards re-establishing civilian control over too many departments which are clearly out of control and are serving to endanger the public as opposed to serving the public.

All News Pipeline just released a story on this as well titled "Has 'Big Pharma's Medical Mafia' Struck Again? Another Dead Holistic Doctor Brings Another Mystery". It's a pretty short article so I'm not going to copy & paste it here. Link is below if you wish to see it.

To say that something in Minneapolis seems sketchy would be a disservice to all things sketchy. Something is seriously odd about the Minnesota shooting death of Justine Damond by a police officer originally from Somalia named Mohamed Noor.

Minnesota shooting death of Justine Damond by a police officer originally from Somalia named Mohamed Noor.
Having followed several very high profile police shootings closely the same undisclosed media elements are present.
Officer Mohamed Noor is refusing to cooperate with, or give a statement to, investigators from the Minnesota Bureau of Criminal Apprehension. However, the second officer who was partnered with Noor is cooperating.
Matthew Harrity gave a statement to the BCA and based in part on that statement the BCA released some information yesterday. -See Information HERE-
In a Tuesday evening news conference (video below). The weird and overly dramatic Mayor, Betsy Hodges, the Assistant Police Chief Medaria Arradondo and City Council Member Linea Palmisano addressed reporters.
