North Korea has again been observed moving several missiles from a rocket facility in the capital Pyongyang, according to a report late on Friday by South Korea’s Korean Broadcasting System (KBS) rising speculation that the North is preparing to take more provocative actions. The last time a similar report emerged was at the start of September, which was followed just days later by a ballistic missile launch which flew over Japan.
Officials did not say where the missiles were being moved, nor the make: according to Reuters, the missiles could be either intermediate range Hwasong-12 or intercontinental ballistic Hwasong-14 missiles, according to the report, though the missile facility at Sanum-dong has been dedicated to the production of intercontinental ballistic missiles.
As previously reported, South Korean official have speculated that the North could launch another nuclear or missile test to coincide with the anniversary of the founding of its communist party on Oct. 10, or possibly when China holds its Communist Party Congress on Oct. 18. Meanwhile, US Pacific Command revealed on Friday that the US and South Korea had recently completed their first joint short range air defense training exercise in South Korea, though it did not say when or exactly where the exercises had taken place.
Separately, on Saturday Secretary of State Rex Tillerson acknowledged for the first time that the US is in direct communication with the government of North Korea over its missile and nuclear tests – a stunning revelation considering that administration officials have until this point insisted that there has been only limited, indirect contact between the White House and the Kim regime. According to the New York Times, Secretary of State Rex Tillerson revealed as much during a speech at the residence of the US ambassador to Beijing after a meeting with Chinese leaders. “We are probing, so stay tuned,” Tillerson said when pressed about how he might begin a conversation with Kim Jong-un, the North Korean leader, that could avert what many government officials fear is a significant chance of open conflict between the two countries.
Tillerson wouldn’t say if the North Koreans had responded to the US’s overtures.

After noting that this was the first time a US official had confirmed that the US was directly communicating with the North, the compared the secret backchanneling to a strategy used by the Obama administration to help forge what became the Iran deal – a comparison that Tillerson swiftly pushed back against. “We are not going to put a deal together with North Korea that’s as flimsy as the one in Iran,” he said. He added that the situation is different and that the North already has nuclear weapons, while Iran was still years away from obtaining them.  
“We ask, ‘Would you like to talk?’ We have lines of communication to Pyongyang – we’re not in a dark situation, a blackout. We have a couple, three channels open to Pyongyang,” he added, speaking at the residence of the US ambassador to Beijing after a meeting with China’s top leadership. He would not say if the North Koreans had responded, beyond a heated exchange of threats in recent weeks. Trump has repeatedly threatened to “totally destroy” North Korea, while the North has threatened to conduct a nuclear test over the Pacific Ocean, and to shoot down US aircraft flying in international waters if they come uncomfortably close to North Korean territory.  
"We can talk to them," Tillerson said "We do talk to them."
When asked whether those channels ran through Chia, he shook his head. “Directly,” he said. “We have our own channels.”
Tillerson added that the most important thing was to lower the tensions between the two countries.
"I think everyone would like for it to calm down."
Reactions to the admission of bilateral contacts were mixed: that the United States would be in contact with North Korea is not surprising, said Narushige Michishita, director of the Security and International Studies Program at the National Graduate Institute for Policy Studies in Tokyo, “But it sounds a little too early.”
“The timing is unexpected,” he said. “It was perfectly clear that both North Korea and the United States, and others, are in the prenegotiation bargaining process.”
Meanwhile, in Japan, where Prime Minister Shinzo Abe recently dissolved the lower house of parliament and called a snap election, the news that the United States is already in direct contact with North Korea could give ammunition to Mr. Abe’s opponents. My Fellow Americans: As all of you know, for months the Trump Administration has made incredible efforts with North Korea with the hope of bringing that nation to the bargaining table over its UN-Outlawed Nuclear Weapons activities.  What some of you may not know is that over the past couple weeks, the US and North Korea have engaged in "direct talks" with the hope of finding a peaceful solution to this problem.  
I am sorry to report that, according to my former colleagues in the US Intelligence Community, with whom I served for 15 years working with the FBI, the final 5 of those years with the Joint terrorism Task Force, all diplomatic efforts with North Korea have failed.
Just moments ago, Secretary of State Rex Tillerson said "I think we know where this is all going."

As of 3:16 PM EDT, even the official spokesman at the US State Department publicly confirmed ""No indication" North Korean officials "interested in or are ready for talks regarding denuclearization."

The Offer

I am also taking it upon myself to reveal to all of you exactly what the US offer to North Korea was, so you can judge for yourself if we are being reasonable, which I believe we are.  Here's is what we offered:

"Normalization of relations and Diplomatic relations/recognition of North Korea if they agree to have the UN monitor the disposal of all of their nuclear assets and production plants. Completely winding back to conventional arms only in return for dropping sanctions and providing cash to them to get started in a new relationship with the US and the world."

The U.S. is communicating with North Korea about its nuclear program and testing Pyongyang’s appetite for negotiations, Secretary of State Rex Tillerson said in the first public acknowledgment by a senior administration official of direct contact on the matter. As Bloomberg reports,Tillerson, speaking to reporters on Saturday after meeting Chinese officials in Beijing, insisted that the U.S. would never accept a nuclear-armed North Korea.
His remarks offered the clearest glimpse so far into U.S. strategy, and suggested a willingness to get to the negotiating table with Kim Jong Un’s regime -- even after President Donald Trump tweeted in August that “talking is not the answer!”

I’ve been arguing for months that we are headed for war with North Korea because of its nuclear program.

This brings us to the topic of nuclear proliferation.
Nuclear proliferation of the kind we are seeing in North Korea is nothing new. The U.S., Soviet Union (now Russia), U.K. and France all had nuclear weapons by 1960. China joined the club in the mid-1960s.
India and Pakistan started becoming nuclear powers in the 1970s. Israel has never officially announced it has nuclear weapons, but it is well-known that Israel possesses them. At various times, South Africa, Brazil, Iran, Syria, Iraq and Libya have pursued nuclear weapons development.
The Iranian program is the only one of those that is still active.
Critics of any effort to attack North Korea to stop its nuclear weapons program point to this extensive proliferation over 60 years as a reason not to risk war.
According to these critics, the world has learned to live with eight nuclear powers. One more won’t matter. Deterrence works.
North Korea knows that if it uses nuclear weapons, it will be subject to a nuclear attack by the U.S., and therefore it won’t use them.
But this analysis is wrong on a number of levels.
The U.S. began its nuclear program to end World War II. The U.K., French, Russian and Chinese nuclear programs were part of a Great Power dynamic in the Cold War that does not apply to lesser powers like North Korea.
For the Great Powers, deterrence does work.
Israel’s program is a response to an existential threat from the Arabs (four large wars and many smaller ones in less than 70 years) and Israel’s lack of strategic depth. India and Pakistan are mutually hostile and their weapons are aimed at each other, not at the west.
North Korea is different because it continually threatens to use nuclear weapons on the U.S. and its allies, like Japan.
Deterrence does not work on Kim Jong Un. The North Korean leader will be safe in his nuclear bombproof bunker. He does not care about his people.
Kim’s threats involve actual nuclear missiles striking cities and a potential electromagnetic pulse weapon (EMP) detonated in the high atmosphere that produces a power surge that would destroy the U.S. power grid.
All communications, cellphones, computers, bank ATMs, debit and credit cards, gas station pumps and lights would be disabled. U.S. civilization would last about three days before food and water were depleted and society descended into rival gangs of looters and vigilantes.
That may sound paranoid or alarmist, but it’s not. It’s a legitimate possibility.
