I've listened to a few of his lectures and read all of his work. Scientifically speaking, he's as high functioning (IQ) as you'll ever meet/hear. I've kept up with his 'forecasts' for awhile now and while the 'circled' areas don't necessarily always have quakes, but when we do have quakes they're always in one of his 'circled' areas.
