OK, what you are looking at are (top) a super hi-rez photo 3000 x 2025 pixels of cops, cell phone guy, yadda yadda. You've seen this picture before but not the hi-rez version.
Below that is the same photo that I've cropped and annotated. Annotations explain it all very graphically.
Cops with guns everywhere - - - - the white up arrow points are centered on the 31st floor windows and the 32nd floor windows are directly above and nary a window is broken - - - - YET! Be sure to view photos enlarged to full size.
