Additionally, it requires the forfeited funds from the felony conviction of a member of a drug cartel to be reserved for border security measures between the United States and Mexico, including the completion of a wall.

Not a chance! What would he gain from it? The dude was going down hard for life and he knew it from the get-go. He knew he was goin' to super-max and he won't be able to do anything or communicate with anyone from inside there. It's in the rules.
