California .. testing or

Scanning frequencies yesterday for some time and an hour worth today.. both days many frequencies being tested or interoperational tests/drills being done on the following:
*state wide airports northern and southern
*2 local air ports .. very small but CDF fire plane bases - no plane transmissions though
*civil air patrol and>
*ham frequency had same siginal transmitted.. could be a repeater on a hill?
*national emergency frequency
*1 frequency 54.0000 mhz on Military Ground

I only have a few frequencies with data skip on (encrypted data that is not audible)

There are currently no fires being fought as I hear many of them as calls go out for engines, dozer equipment, water tenders, copters, spotter and fire retardant bombers using https://en.wikipedia.org/wiki/Phos-Chek .

Scanner has been going for over an hour just as yesterday.. there are no communications audible on any just signal.. even the very close locals.

I'd be interested in knowing if anyone can see anything odd on the flight aware programs!??

Edit: forgot to mention when I find one of these frequencies active and hit scan it goes to the next also active .. in other words many of these are active at the same time and interconnected for some type of test of communications or prep for an event that may be known about.

are they communicating also to National Guard Ground (54.0000 mil)

and the next ? ... how far in advance are they prepping for?? maybe not too distant as there are many people scanning individually and in clubs.
