I’m honestly not sure what Q is trying to point out about this? The form clearly states that person is a currently registered “NO PARTY PREFERENCE” voter. The option is being clearly stated that if the voter wants to change their voter preference or stay with their current no preference choice do one of three things.
I blew the form up real big so this is really clear to see. If changing preferences then pick your desired change and sign on the back for the middle box choice - or - the voter can change their party affiliation at lavote.net if the voter chooses the right hand box option. It couldn’t be any clearer.
Seams pretty easy-peasy to me. Not confusing at all unless maybe you went though school during the past 30 years of “no child left behind” and the “common core era”.
