Old term used by DoD contractors (Raytheon, BAE, Lockheed, etc.) Not sure where it originated specifically, probably some wise arse cooked it up in the 70's or 80's.

And take note of the fact that everybody is trying to make Snowden out to be some kind of basic tech or a low-level IT info jockey. If you watch his Guardian video interview he identifies himself as an Infrastructure Analyst. At no such agency my understanding is that an Infrastructure Analyst is basically the equivalent of a senior level hacker lol. He's working for a contractor because the contractors aren't subject to FOIA reporting requirement like government agencies. Granted any agency is going to redact info out the wazzoo if they have to respond, but a contractor offers them another level of insulation from what they're actually doing. He worked out of Pearl so his area of specialty is hacking foreign satellites, communications and otherwise. So he's not only a 'gifted' government hacker, he's a very very good one. He had access to the treasure trove of documents that he's leaking and got away with swiping them because it was very LOW LEVEL type stuff for someone at his "pay grade" so to speak.
