Who are the real enemies in the Middle East?
Is is ISIS – ransacking, raping and beheading its way across the region to carve out a new Caliphate and threatening terrorism inside U.S. borders – or is it Putin and his gang, cornering American statesmen in a deadly game of chess that could lead at any time to all-out nuclear war?
The answers may be conflicting, but it is clear that Obama has no idea what he is doing, and no way of containing all that confronts U.S. interests overseas. Check.
With Ukraine still boiling in the background, Vladimir Putin has taken things up a notch in Syria, by deploying 28 combat planes to aid Assad’s regime for reasons that don’t exactly rule out offensive attacks, or downplay concerns about Russian aggression..
This is just the latest and most pointed maneuver in the build-up of what has been dubbed “the largest deployment of Russian forces outside the former Soviet Union” since its collapse.
AFP reported that the Russia has sent in more than two dozen fighter planes to aid Assad against ISIS:

Russia has deployed 28 combat planes in Syria, US officials said Monday, confirming the latest move in Moscow’s increasing military presence in the war-torn nation.
“There are 28 fighter and bomber aircraft” at an airfield in the western Syrian province of Latakia, one of the officials told AFP… A second official… added there were about 20 Russian combat and transport helicopters at the base. That official also said Russia was operating drones over Syria.
This already complicated proxy war is taking on new dimensions, and arming up for a new phase of conflict.

The catch, of course, is that Russia is preparing to defend Assad against ISIS – not to pick a fight with the West. But looks could be deceiving, and the schism between East and West cuts too deep to allow for a unified front against terrorism.

The United States has warned that Russian military backing for the Syrian regime only risks sending more extremists to the war-torn country and could further hamper any effort at bringing peace.
Moscow, meanwhile, has been on a diplomatic push to get the coalition of Western and regional powers fighting the Islamic State group to join forces with Assad against the jihadists.
The maneuver is interesting, because evidence continually points towards the covert Western-funding of Islamic State forces, as well as significant overlap between ISIS and anti-Assad rebel forces.
Putin’s latest tact would call the United States on the need to beat back the supposedly-unintentional outgrowth and takeover by the extremist ISIS forces in the region, and prioritize taking out America’s “number one terrorist threat” before belaboring the removal of Bashar al-Assad and empire building in the Middle East.
However, the bulk of United States’ diplomacy so far in the region appears much more concerned with Russia’s overt involvement than with eradicating ISIS forces. Record-sized war games have been acted out by both sides, and many military drills have doubled as stand offs that nearly sparked full-on war, according to reports. Will Putin call their bluff?
And what will it mean for the pending deal with Iran?
There is much, of course, that isn’t being said here, but on the surface, taking ISIS out of the equation would surely be a good thing.
As one commenter stated, “Excellent news. It’s time to get rid of the rebels so Syrians can return home.”
Good idea, only don’t hold your breath.

Initially, it seemed likely that Moscow would go the Ukraine route by providing logistical support and lurking behind the scenes while officially denying – or at least downplaying – its role in the conflict. Over the course of the last two weeks, it’s become increasingly clear that Russia now intends to make no secret of its intention not only to stabilize the Assad regime but in fact to turn the tide completely with the provision of advanced weapons and equipment including combat aircraft, tanks, and drones.
The only remaining question was how long it would be before Syrian Foreign Minister Walid al-Moualem made an official request for ground troops, allowing Moscow to abandon all pretense that Russia isn’t officially at war and while we may not have reached that point yet, you can’t very well build a forward operating base and not staff it which is why now, according to FT, Moscow is set to send 2,000 troops to Latakia as part of the mission’s “first phase”. Here’s more:

The deployment “forms the first phase of the mission there”, according to an adviser on Syria policy in Moscow.

Three western defence officials agreed that the Russian deployment tallied with the numbers needed to establish a forward air base similar to those built by western militaries in Afghanistan.

“With competent pilots and with an effective command and control process, the addition of these aircraft could prove very effective depending on the desired objectives for their use,” said David A. Deptula, a retired three-star Air Force general who planned the American air campaigns in 2001 in Afghanistan and in the 1991 Persian Gulf war.
In addition, a total of 15 Russian Hip transport and Hind attack helicopters are also now stationed at the base, doubling the number of those aircraft from last week, the American official said. For use in possible ground attacks, the Russians now also have nine T-90 tanks and more than 500 marines, up from more than 200 last week.
“The equipment and personnel just keep flowing in,” said the American official, who spoke on condition of anonymity to discuss confidential intelligence reports. “They were very busy over the weekend.”

On Monday, the Russian embassy in Damascus came under mortar fire. That attack, Moscow says, did not emanate from ISIS but rather from other anti-Assad forces backed by “external sponsors”:

The Russian foreign ministry said a shell, which landed near its embassy on Sunday but caused no casualties, came from Jobar, which is held by anti-Assad fighters who were not allied with Isis and had “external sponsors”.
“We expect a clear position with regard to this terrorist act from all members of the international community, including regional players,” the ministry said. “This requires not just words but concrete action.”
It added that the fighters’ “foreign sponsors” were responsible for using their influence on “illegal armed formations”.
Clearly, “foreign sponsors” is a reference to Assad’s US-backed regional enemies including the Saudis, Qatar, and Turkey among others and this certainly seems to indicate that the Russians will not be prepared to tolerate attacks on their assets by groups who enjoy the support of the US-backed coalition. Of course quite a few of the groups battling for control of Syria are supported either directly or indirectly by the US and its regional allies which means that even if Russia manages to avoid direct confrontation with the handful of troops the US overtly backs, avoiding confrontations with the troops covertly supported by the US and other state actors will be impossible by definition, as they, just as much as ISIS, are angling for the ouster of Assad.
Meanwhile, the French took the absurdity to a whole new level on Monday when Foreign Minister Laurent Fabius claimed that the country’s plans to begin bombing Syria were born out of concerns for “self defense”. Here’s the quote:

“We received specific intelligence indicating that the resent terrorist attacks against France and other European nations were organized by Daesh [Arabic derogatory term for IS] in Syria. Due to this threat we decided to start reconnaissance flights to have the option for airstrikes, if that would be necessary. This is self-defense.“
And so, as the violence escalates and Syria looks set to become the stage for a not-so-cold war pitting Russia and its regional proxies against the US and its regional proxies, we close with the following graphic which (partially) quantifies the human cost of geopolitical wrangling gone horribly awry:

On Wednesday evening, we suggested that Vladimir Putin’s explicit promise to go ahead with airstrikes against terrorist targets in Syria with or without the help of the US effectively marks the end of Washington’s years-old effort to destabilize and ultimately remove the Assad regime. 

The Kremlin's pronouncement came just a day after the mainstream media began reporting that Moscow and Tehran are coordinating their efforts on the ground (something which should come as no surprise to anyone) meaning any Sunni extremists and/or CIA-trained “freedom fighters” intent on seizing control of the country will now need to go through Russia and Iran, with the latter now seemingly willing to make the badly kept secret of its military support for Assad no secret at all. 

Of course the thing about irreparably bad situations is that although they cannot, by definition, get better, they can always get worse and for the US in Syria, that would mean China showing up. Beijing has made a concerted effort this year to project the growing power and influence of the PLA navy. That effort has so far involved an unprecedented land reclamation effort in the Spratlys, a “rescue” operation in the Yemeni port of Aden, and a surprise appearance off the coast of Alaska.

Given that, and given what we know about Beijing’s support for Moscow and Tehran, the following from pro-Assad Al-Masdar news shouldn’t come as a complete surprise:

The recent arrival of the Russian Marines and Air Force to the Syrian port-city of Tartous has generated a significant amount of interest around the world, as the possibility of Russia’s direct military intervention becomes the focal point of the war on ISIS (Islamic State of Iraq and Al-Sham).
 
Should the Russians begin military operations in Syria, what role with the U.S. led “Anti-ISIS Coalition” play in combatting the terrorist group? Will they coordinate with one another? Will they avoid one another?
 
Russia seems poised to take a similar approach to the U.S. led Coalition; however, they are not seeking the assistance of the neighboring Arab countries to combat the terrorist group.
 
Instead, the Russians appear to have a contingency that involves another world power that was absent from the U.S. led Anti-ISIS Coalition: China.
 
On Tuesday morning, a Chinese naval vessel reportedly traveled through Egypt’s Suez Canal to enter the Mediterranean Sea; its destination was not confirmed.
 
However, according to a senior officer in the Syrian Arab Army (SAA) that is stationed inside the Syrian coastal city of Latakia, Chinese military personnel and aerial assets are scheduled to arrive in the coming weeks (6 weeks) to the port-city of Tartous – he could not provide anymore detail.

This comes two years after China warned that turmoil in Syria could have negative implications for the global economy and 18 months after Beijing, along with Moscow, used their security council vetoes to undercut a UN resolution calling for the crisis in Syria to be referred to the Hague. Here's what China had to say at the May 22, 2014 meeting:

Mr. Wang Min (China) (spoke in Chinese): For over three years, the escalation of the conflict in Syria has inflicted deep suffering on the Syrian people and posed a serious challenge to the countries of the region and the international community. China has always maintained that all parties in Syria should respect human rights and international humanitarian law and prevent innocent people from being harmed during the conflict. China is firmly opposed to all violations of international humanitarian law or serious violations of human rights committed by all parties to the conflict in Syria. However, with regard to draft resolution S/2014/348, on which the Council voted earlier, China has some serious reservations. First, China believes that any action to seek recourse to the International Criminal Court (ICC) to prosecute the perpetrators of serious violations should be conducted on the basis of respect for State judicial sovereignty and the principle of complementarity. China is not a State party to the Rome Statute. China always has reservations concerning the referral by the Security Council of particular country situations to the ICC. This is our principled position.
 
Secondly, efforts to seek a political settlement to the question of Syria are encountering difficulties. The international community must shore up its confidence, remain patient and be steadfastly committed to the overall direction of the political settlement. What is most urgently needed now is to urge the Government of Syria and the opposition to immediately implement a ceasefire and put an end to the violence in order to start a third round of negotiations in Geneva so as to advance the political process and embark on a political transition. In the current circumstances, to forcibly refer the situation in Syria to the ICC is not conducive either to building trust among all parties in Syria or to an early resumption of the negotiations in Geneva. It will only jeopardize the efforts made by the international community to push for a political settlement. 
 
Thirdly, for some time now, the Security Council has maintained unity and coordination on the question of Syria, thanks to efforts by Council members, including China, to accommodate the major concerns of all parties. At a time when seriously diverging views exist among the parties concerning the draft resolution, we believe that the Council should continue holding consultations, rather than forcing a vote on the draft resolution, in order to avoid undermining Council unity or obstructing coordination and cooperation on questions such as Syria and other major serious issues. Regrettably, China’s approach has not been taken on board; China therefore voted against the draft resolution.

Yes, "regrettably China's approach has not been taken on board" and so, more than a year later that approach might have just shifted to a strategy that involves direct military intervention on behalf of Assad. 

For now, this is still in the realm of speculation as the story cited above certainly falls short of providing anything in the way of conclusive evidence for a claim that the Chinese military is set to intervene directly. That said, the last several weeks have proven that the situation in Syria is remarkably fluid and what seems far-fetched one day has the potential to become reality the next, which is why we contend that Xi Jinping very well may decide that Raqqa is as good a place as any to test out some of the equipment that was on full display in Beijing earlier this mon

Moscow (AFP) - Russia's defence ministry on Thursday said it will hold naval drills in the "east Mediterranean" in September and October, as the West frets over a military buildup by Moscow in Syria.

The exercises include three warships from Russia's Black Sea Fleet, including the Saratov landing ship, the Moskva guided missile cruiser and the Smetlivy destroyer, the ministry said in a statement.
The drills will involve "40 combat exercises, including rocket and artillery fire at sea and airborne targets," the statement said.
The ministry said that the Mediterranean drills -- which were restarted in early 2013 -- had been planned since the end of last year and did not link them to the conflict in Syria.
The United States has accused Moscow of sending troops, tanks and fighter jets to Syria in recent weeks, sparking fears that Russia could be preparing to join in fighting alongside its long-standing ally President Bashar al-Assad.
Syrian officials said this week that they have received new warplanes and sophisticated missiles from Russia and some reports in Russia alleged that Moscow has dispatched soldiers to the war-torn country.
In an interview with Interfax news agency, the Syrian ambassador to Russia Riad Haddad that Russia's support on the ground "will happen if it is needed."
"Russia's help will help Syria finally win over terrorist groups," he said, adding that there is a "high level of cooperation" between Syria, Russia and Iran on the conflict.
Russia officially alerted the airport in Cyprus earlier this month through the international aviation authorities to divert aircraft from the area between Syrian port of Tartus, where Russia has a naval facility, and Cyprus.
The Moskva cruiser, the flagship of the Black Sea Fleet, left its base in Crimea on Thursday and is now heading to the exercises, the ministry added separately.
Russia, which has supported the Syrian regime throughout the four-and-half year conflict that has claimed some 250,000 lives there, says any support is in line with existing military contracts and that personnel have been sent to train the Syrian forces

France fires first airstrikes on extremists in Syria

PARIS (AP) — France has carried out its first airstrikes in Syria, expanding its military operations against Islamic State extremists, President Francois Hollande's office announced Sunday. The strikes make good on a promise to go after the group that the president has said is planning attacks against several countries, including France.
Hollande's office said that "France has hit Syria" based on information from French reconnaissance flights sent earlier this month. It did not provide further details.
"Our nation will strike each time our national security is at stake," the presidential statement said.
France has carried out 215 airstrikes against IS extremists in Iraq as part of the U.S.-led coalition since last year, the Defense Ministry said earlier this month. But it previously held back on engaging in Syria, citing concern of playing into Assad's hand and the need for such action to be covered by international law.
Following a change in strategy announced by Hollande earlier this month, his office on Sunday cited "legitimate defense" evoked in the U.N. Charter to support the move. Hollande, who has ruled out sending ground troops into Syria, has cited "proof" of plans for attacks on France and the growing danger to Syrian civilians, with a large chunk of the population fleeing in a massive exodus.
The president's office reiterated on Sunday the French argument that air strikes in Syria were a question of national defense. France has already been attacked by extremists claiming ties to IS.
While no specifics were provided about the location or timing of the airstrikes, Prime Minister Manuel Valls said France was going after IS "sanctuaries where those who want to hit France are trained."
The goal of the strikes is to "slow, break, stop if possible the penetration of Daesh," Gen. Vincent Desportes said on the iTele TV station, using the Arabic acronym for IS.
Hollande, heading to the U.N. General Assembly, stressed the importance of seeking a political solution for Syria.
"More than ever the urgency is putting in place a political transition," including elements of the opposition and Assad's regime, Hollande said.
France has remained opposed however to recent diplomatic suggestions of allowing Assad to stay in power for a limited time.
The French government has insisted that while it is part of the U.S.-led coalition, France is deciding who and what to hit independently.
Hollande announced on Sept. 7 France's intention to start airstrikes, days after the photo of a dead 3-year-old Syrian boy galvanized public concern about Syrian refugees fleeing to save their lives.
In his statement Sunday, Hollande said: "Civilian populations must be protected from all forms of violence, that of IS and other terrorist groups but also the murderous bombardments of Bashar Assad."

As US President Barack Obama welcomed Chinese President Xi Jinping to the White House on Friday, Sept. 25, and spoke of the friendship between the two countries, the Chinese aircraft carrier Liaoning-CV-16 docked at the Syrian port of Tartus, accompanied by a guided missile cruiser. This is revealed exclusively by debkafile.
Beijing is not finding it hard to dance at two weddings, wooing the US for better relations, while at the same time backing Russia in its military intervention in Syria. Coupled with the warm smiles and handshakes exchanged at the lavish reception on the White House lawn, Beijing was clearly bent on showing muscle – not just in the South China Sea, but by allying itself with the Russian-Iranian political and military buildup in support of Syrian President Bashar Assad and his regime.   
debkafile’s military sources report that the Chinese aircraft carrier passed through the Suez Canal on Sept. 22, one day after the summit in Moscow between Russian President Vladimir Putin and Israeli Prime Minister Binyamin Netanyahu.
When they talked, Putin made no mention of the Chinese warship entering the eastern Mediterranean or its destination. Its arrival has upended the entire strategic situation surrounding the Syrian conflict, adding a new global dimension to Moscow and Tehran’s military support for Assad.
This was grasped at length by US Secretary of State John Kerry. On Sept. 25, he sent Under Secretary of State Wendy Sherman, who also led the US negotiating team for the nuclear talks with Iran, to announce that the Obama administration is ready for dialogue with Iran about the situation in Syria, and this topic would be raised when Kerry’s met Iranian Foreign Minister Muhammad Jawad Zarif in New York on Sept. 26.
But if the top US diplomat hoped to bypass the Russian initiative in Syria by going straight to Tehran, he was too late. Iran is already moving forward fast to augment its military presence in the war-torn country, buttressed by the ground, air and sea support of two world powers, Russia and China.
This turn of evens has a highly detrimental effect on Israel’s strategic and military position. It also strengthens Iran’s supreme leader Ayatollah Ali Khamenei in his determination to turn the nuclear deal concluded in July into a tool for isolating the US politically, militarily and economically in the Middle East, rather than a milestone on the road to a breakthrough in ties with Iran, as the Obama administration had hoped. 
Our military sources find evidence that the Chinese forces are digging in for a prolonged stay in Syria. The carrier put into Tartus minus its aircraft contingent. The warplanes and helicopters should be in place on its decks by mid-November - flying in directly from China via Iran or transported by giant Russian transports from China through Iranian and Iraqi airspace.
This explains the urgency of establishing a Russian-Syria-Iranian “military coordination cell” in Baghdad in the last couple of days. This mechanism, plus the Russian officers sighted in Baghdad, indicates that the Russian military presence is not limited to Syria but is beginning to spill over into Iraq as well.
The coordination cell - or war room - was presented as necessary to begin working with Iranian-backed Shiite militias fighting the Islamic State in both places. But more immediately, it is urgently needed to control the heavy traffic of Russian, Iranian and Chinese military flights transiting Iraqi air space.
Our sources report that the Chinese will be sending out to Syria a squadron of J-15 Flying Shark fighters, some for takeoff positions on the carrier’s decks, the rest to be stationed at the Russian airbase near Latakia. The Chinese will also deploy Z-18F anti-submarine helicopters and Z-18J airborne early warning helicopters. In addition, Beijing will consign at least 1,000 marines to fight alongside their counterparts from Russia and Iran against terrorist groups, including ISIS. 
debkafile’s counterterrorism sources point out that just as Russian marines will be instructed to single out rebel militias with recruits from Chechnya and the Caucasus, the Chinese marines will seek out and destroy Uighur fighters from the northern predominantly Muslim Chinese province of Xinjiang.
In the same way that Putin has no wish to see the Chechen fighters back in Russia, so too Chinese President Xi wants to prevent the Uighurs from returning home from the Syrian battlefields.
