I had NO IDEA that the National Guard send their troops off USA soil ever, even for training, and this one for an entire year. Is this something new? Either it doesn't seem to be common practice or I've lived uninformed under my rock for too long.

We run into legal issues if we call Gitmo "US soil". 
But this article says Natl Guard can be sent overseas.
