This self-study course for first responders was issued in 1999, following the passage of the federal Anti-Terrorism and Effective Death Penalty Act of 1996. Emergency Response to Terrorism seeks to raise awareness of dangers when responding to terrorist acts.
The report was issued to many organizations throughout New York. This copy was used by the Port Authority of New York and New Jersey.
