Shockingly, the research said around half of new cases could be self-inflicted by drug addicts who want to cash in on welfare handouts.

Supposedly many retirees have begun doing so as well. They'd rather live with HIV/AIDS and an extra 1,000 USD a month that allows them to eat than starve while "healthy".
