California Governor Gavin Newsom on Friday signed a bill to protect the state's utilities from wildfire liability claims. This marks a change that many people knew was coming after the state's largest utility, Pacific Gas and Electric Company, filed for bankruptcy earlier this year. The utility company, which serves approximately 16 million people, owns equipment that was linked to last November's Camp Fire, which killed 85 people and caused $7 billion in damage.
The new law provides investor-owned utilities in the state, including PG&E, with access to a $21 billion victims' compensation fund they can use to pay for damage linked to their equipment in the future. While some of the money in the fund will come from the utilities themselves, an additional $10.5 billion will be paid by the utility companies' customers through an existing $2.50 surcharge on their bills. The charge was supposed to expire next year, but will now be extended for an additional 15 years.

This will accomplish NOTHING. Here is why PG&E is doing the blackouts:
Because last year California passed legislation that will force all utility companies to pay for any damage caused by any fires that are sparked by electrical lines. Since we all know this happens, and is part of having electricity, the legislation is ridiculous. Having electrical lines spark wildfires is inevitable. All it takes is for one pigeon to land wrong and BOOM, pigeon fireball and if the conditions are right, a subsequent wildfire.
PG&E shut down because of this legislation, because if any fires at all get started, including ones lit by little Bobby, PG&E is going to have to pay for the damages and that will bankrupt them. They really had no choice, this is not a symptom of PG&E being wrong, it is instead a symptom of California's government going in the trash. All other states have enough sense to consider fires sparked by electrical systems the same as lightning. Either you deal with it, or life goes in the trash. Electrical lines will occasionally spark fires no matter what. Do you want electricity or not?
People should instead be outraged at the legislators that basically forced PG&E to do this just to survive.

Discover in Part 3 of this report that some areas in California are in a state of chaos. The power is on for some in a community and not for others in the same city. What will the people do when they run out of food and they see that their neighbors have their lights on? Shots fired in Morgan Hill that has a dusk to dawn curfew. The situation is designed to promote maximum conflict so the UN is invited in under the Kigali Princples. https://youtu.be/Bv1oRDGVg7U
