That's a negative rep vote. This happened by accident. The user mistakenly thought that the green bar was a windows scroll bar and when the minus was clicked to scroll down it gave the person a negative vote. This can't be reversed so PLEASE BE CAREFUL. The user informed me via PM about what happened so I'm getting the info out to y'all.
