First reports reaching DEBKAfile’s military sources say that a US submarine intercepted a Russian nuclear sub in American waters opposite Alaska. The Russian sub escorting the nuclear submarine responded with a Balkan 2000 torpedo and scuttled the US vessel. Urgent consultations in both the White House and the Kremlin were taking place on Tuesday night. US Vice President Mike Pence called off an appearance in  New Hampshire after being recalled to Washington for a conference called by President Donald Trump without explanation.
Russian President Vladimir Putin cancelled an engagement and headed for the Kremlin to confer with Defense Minister Sergei Shoigu and military chiefs, after learning that 14 submariners died in a fire that broke out on a nuclear-powered “experimental submarine in Russian waters.” This account carried in Russian media varies in most respects from the first reports reaching this site and may refer to a separate incident. They report between 14 and 17 members of an AS-12 nuclear powered submarine died of poisonous fumes caused by a fire aboard the vessel. The submarine was described as experimental and unarmed but often used in spy missions. It is unclear how many of the 25 crew survived. Local media suggest four or five are receiving treatment in Severomorsk’s military hospital for poisoning and concussion injuries. Another news account said the majority of the officers died in or on their way to hospital. These reports do not cite the cause of the fire.

REPORT: AMERICAN SUBMARINE TORPEDOED AND SUNK OFF ALASKA COAST



An American submarine operating off the coast of Alaska was REPORTEDLY torpedoed and SUNK during a firefight with a Russian submarine, after the American sub allegedly intercepted the Russian sub in American waters.
The Russian submarine allegedly sustained heavy damage in the fight, with upwards of 14 crew killed, but it made it back to its base in Russia.
I have calls into the Pentagon and to my Intel Sources seeking to confirm (or deny) this information.
No word on US casualties.



 
Emergency meetings have been taking place at the White House this afternoon, with Vice President Pence being called back to the White House and having to cancel his scheduled trip to New Hampshire.
As Pence was being called back, word broke in Russian media that Russian President Vladimir Putin cancelled a public event he had long scheduled, and diverted immediately for a meeting with his Defense Minister.
At that meeting, both Putin and the Defense Minister SUMMONED the General Secretary of the Russian Armed Forces to the meeting.



 
While that was taking place, the European Union headquarters in Brussels Belgium called an Emergency meeting of the EU National Security Council and, separately, the British Government called a COBRA meeting for its government.

UPDATE 5:45 PM EDT --
Russian President Vladimir Putin has ordered the country’s defense chief to travel to a northern naval base to conduct a probe after a fire on a deep-sea research submersible killed 14 crew members. 
(Hal Turner Remark:   A fire huh?  Hmmmmm.  Caused by what?  A firefight with a US Submarine, perhaps?)

Putin on July 2 called the incident a “terrific loss” and told Defense Minister Sergei Shoigu to “personally hear reports” and direct the Investigative Committee to “definitely establish the causes behind this tragedy."

Putin’s meeting with Shoigu came after the Defense Ministry said earlier in the day that 14 sailors were killed when a fire broke out on July 1 aboard a submersible carrying out research work in Russian territorial waters.
(Hal Turner Remark:   "In Russian territorial waters???"  Why the need to say THAT?  Something's fishy already with the public statements from Russia. And US/EU/UK governments do not have "emergency meetings" over a "fire" inside a Russian submarine.   Nope.  I don't buy this one bit.  This sounds like a cover story to me.  Still digging via my intel contacts.)

A fire on one of the Russian navy's deep-sea submersibles killed 14 sailors, the Russian Defence Ministry said Tuesday without giving the cause of the blaze or saying if there were survivors.
The ministry didn't name the vessel that caught fire Monday. Russian media reported it was Russia's most secret submarine, a nuclear-powered vessel designed for sensitive missions at great ocean depths.
The Defence Ministry said in a statement that the fire broke out while the submersible was measuring sea depths in Russia's territorial waters and the vessel was at the Arctic port of Severomorsk, the main base of Russia's Northern Fleet, Tuesday. An investigation was underway, it said.
The ministry said the fire was put out due to the self-sacrifice of crew members. It didn't say how many people were on board the submersible.

A fire broke out on one of the Russian navy's deep-sea research submersibles and toxic fumes from the blaze killed 14 sailors aboard, Russia's Defence Ministry said Tuesday, although it released few details about the disaster or the vessel involved.
The Defence Ministry did not say how many sailors were aboard the vessel during Monday's fire, whether there were any survivors, or if it was submerged at the time. But Russian media reported it was Russia's most secret submarine, a nuclear-powered vessel designed for sensitive missions at great ocean depths.
Russian President Vladimir Putin, who came under criticism for his handling of the Kursk nuclear submarine disaster in 2000 that killed 118 sailors, cancelled a scheduled appearance and immediately summoned Defence Minister Sergei Shoigu for a briefing on the blaze, which was under investigation.
"Fourteen submariners have died of poisoning by fumes from the fire," Shoigu told Putin during their televised meeting.
"The fire was extinguished thanks to the crew's resolute action."
Putin ordered Shoigu to fly to the Arctic port of Severomorsk, the main base for Russia's Northern Fleet where the vessel was brought, to oversee the investigation and report back to him personally.

"It's a huge loss for the navy," Putin said. "I offer my sincere condolences to the families of the victims."
He added that the vessel had a special mission and an elite crew.
"It isn't a regular vessel. It's a research vessel with a highly professional crew," Putin said, adding that seven of the dead had the rank of captain and two were awarded the nation's highest medal, the Hero of Russia.
The fire broke out while the submersible was measuring sea depths in Russia's territorial waters, the Defence Ministry said, adding that that the vessel is also used for studying the seabed.

Advanced and obscure


Russia's RBC online news outlet reported that the vessel was the nuclear-powered AS-12 Losharik. 
The Losharik, which is believed to have entered service in 2010, is the most advanced and most obscure Russian submarine. It's named after a Soviet-era cartoon character, a toy horse made of small spheres.
The name apparently derives from the unique design of its internal hull, which is made of several titanium spheres capable of withstanding high pressure at great depths.
In 2012, the Losharik was involved in research intended to prove Russia's claim on the vast Arctic seabed. It collected samples from the depth of 2,500 metres, according to official statements at the time. Regular submarines can typically dive to depths of up to about 600 metres.

Some observers speculated the Losharik was capable of going as deep as 6,000 metres, but the claims couldn't be independently confirmed. Analysts suggested one of its possible missions could be disrupting communication cables on the ocean bed.
The Losharik is carried under the hull of a mother submarine, the nuclear-powered Orenburg.
Russian news reports said while the Losharik officially belongs to the Northern Fleet, it answers directly to the Defence Ministry's Department for Deep-Sea Research, reflecting the high sensitivity of its missions.

The Russian navy also uses Priz-class and Bester-class deep water vehicles, which have a hull built of titanium and are capable of operating at a depth of 1,000 metres. They are transported to the area of operation by a carrier vessel and can operate autonomously for up to 120 hours.
The blaze marks the deadliest Russian naval incident since 2008, when 20 died after a firefighting system was accidentally initiated as a Nerpa nuclear-powered submarine of Russia's Pacific Fleet was undergoing trials.
In the deadliest naval incident in post-Soviet Russia, the Kursk nuclear submarine exploded and sank on Aug. 12, 2000, during naval manoeuvres in the Barents Sea, killing all 118 crew members.

HAL TURNER REMARK: Why say "in Russian Territorial Waters?"   This strikes me as odd.
Could this submarine "fire" have been something OTHER THAN a fire?   Was a Russian sub attacked?
Now that the sub is back at base, has Russia been told something by any surviving crew that might lead Russia into a military confrontation with somebody???
Perhaps this news about the sub is totally unrelated to the "Emergency" meetings taking place in Washington, Moscow and Brussels.  But if it is not this submarine, then what?   Skuttlebutt is saying ISRAEL may have some plan to attack IRAN, but nothing substantive on that topic.   Just speculation.
Whatever is going on is being held very close to the vest in the corridors of power.  Word is not (yet) leaking out what these abrupt developments are about. Further updates to appear below . . .

Russian press say the sub on which the 14 servicemen died was an AS-12 "Losharik" which is used for special operations. This is the same sub that the US claimed was capable of damaging undersea cables, accusing Russia of seeking to intercept or disrupt communications.

Update 4: Roughly six hours have passed since the first reports emerged that Vice President Mike Pence was forced to cancel an event in New Hampshire on Tuesday to attend to an unspecified emergency "situation" in Washington. At first, officials said Pence had landed in New Hampshire, then that Air Force 2 was forced to turn around mid-flight. Then, it finally emerged that he had never actually left Washington.
Naked speculation about the circumstances surrounding the cancellation has flourished in the absence of any kind of explanation from the White House. Was it a presidential health-related emergency? Did Iran carry out an underground nuclear test?
Whatever the reason, it could be a while before the public receives an explanation, according to Marc Short, Pence's chief of staff:

Meanwhile, the National Guard has confirmed that gunshots are being investigated at the Pease Air National Guard base in Portsmouth, New Hampshire. It's unlikely that has anything to do with Pence, but it's another strange coincidence.

Update 2: It could be just a coincidence, but the timing is certainly curious. Not long after Pence turned around to head back to Washington Tuesday morning for an unspecified non-emergency, Russian press reported that Vladimir Putin has abruptly pulled out of a scheduled event to hold a meeting with his defense minister.
Meanwhile, the European Commission security council has also been convened for a meeting. There's speculation that it could be related to Iran, or Syria, or that Russian submarine that caught fire [Note: these 'unconfirmed' reports have been exposed as a hoax].
Or perhaps we're closer to the brink of WWIII than most Americans realize? An aide to the VP said simply that 'something came up', and another reporter noted that officials seemed to be going out of their way to say that the meeting has 'nothing to do' with Trump or his health. Another reporter said the incident has nothing to do with national security.

It's still not clear what caused the fire, which the crew ultimately brought under control; we don't know how many men survived.
And there are still questions over exactly what vessel was involved.
President Putin said the dead included two heroes of Russia and seven "captains 1st rank"- which seems unusually senior - for research work.

Russian news agency TASS reports that 14 mariners died in a fire aboard a submarine July 1, citing the Russian Defense Ministry.
“On July 1, fourteen submariners – sailors died in Russian territorial waters as a result of inhaling combustion products aboard a research submersible vehicle designated for studying the seafloor and the bottom of the World Ocean in the interests of the Russian Navy after a fire broke out during bathymetric measurements,” TASS reported the defense ministry statement read.
The incident is being investigated, TASS reported, by the Russian Navy’s commander-in-chief.
Another report says the nuclear sub’s mission and status was shrouded in mystery.

Some have noted that news of the incident being reported coincides with Russian Pres. Vladimir Putin canceling a meeting and Vice President Mike Pence being summoned back to the White House before setting off on AF2 for an event in New Hampshire.
There are no confirmed reports as of yet that of a link between the events. It’s being reported that there are “no abnormal levels of radiation detected” following the incident.

A fire that broke out on a secret Russian submarine has killed 14 sailors, according to a statement from the Ministry of Defense in Moscow.
“On July 1, 14 submariners – sailors – died in Russian territorial waters as a result of inhaling combustion products aboard a research submersible vehicle designated for studying the seafloor and the bottom of the World Ocean in the interests of the Russian Navy after a fire broke out during bathymetric measurements,” read a translation of the statement from the state-controlled TASS news service.
The fire was extinguished “thanks to the self-sacrificing actions of the team,” the ministry said. The incident is believed to have occurred off Russia’s northern shore in the Barents Sea on Monday, but the MoD has not specified.
The submarine was towed to the Russian North Fleet headquarters in Severomork and an investigation is underway, according to the news agency. (edit to add this info:  Northern Fleet’s headquarters, located in the Murmansk region on the coast of the Barents Sea in Russia’s Far North.)
According to a report in the state-controlled Sputnik news service, Russian President Vladimir Putin said seven captains of the first rank and two Heroes of Russia have died in the incident. Putin stated.
“This is a great loss”, Putin said.
A U.S. 6th Fleet spokesperson told USNI News he was unaware of any requests for assistance from the Russian government.

The sub’s name is derived from a popular Russian cartoon horse that’s made out of juggling balls. The use of orb-shaped compartments, while diminishing the amount of space for living quarters, operating equipment and the propulsion unit, makes the sub stronger and able to dive deeper than a traditional submarine hull.
As for what Losharik does, it’s suspected the Russian government has used the sub’s deep-sea diving capability to extened Russia’s territorial claims to the sea floor under the Arctic Ocean. In 2012, Losharik was part of a large Russian naval exercise in the Arctic, collecting samples to prove the Lomonsov and Mendeleyev Ridges on the sea floor are part of the Russian continental shelf, according to Unconstrained Foreign Direct Investment: An Emerging Challenge to Arctic Security, a 2017 report by CNA.
With technological advances and retreating ice packs in the region, Arctic nations are increasingly researching ways to access and extract what scientists believe is an abundance of mineral wealth on the Arctic floor.
A combination of the sub’s design and ability to dive deep below the ocean’s surface appear to also have inspired China to build a similar submarine, according to a November post on Pakistan Defense. For several years, China has sent research vessels to the Arctic as part of its push to claim its status as a “near Arctic-state.”
Only Canada, Denmark, Finland, Iceland, Norway, Sweden, Russia and the U.S. – the world’s eight Arctic nations – are members of the Arctic Council which establishes standards for protecting the environment and sustainable development the region. The council’s mandate excludes military security, according to the U.S. Department of State.
The incident aboard the submarine is the worst Russian submarine accident since the 2008 death of 20 Russian sailors aboard the nuclear powered Nerpa. In 2000, the Russian Navy lost 118 sailors due to an accident on the nuclear-powered cruise-missile boat Kursk.

A Russian submarine caught fire and killed 14 sailors, the Russian Ministry of Defense said on Tuesday.
“On July 1, fourteen submariners – sailors died in Russian territorial waters as a result of inhaling combustion products aboard a research submersible vehicle designated for studying the seafloor and the bottom of the World Ocean in the interests of the Russian Navy after a fire broke out during bathymetric measurements,” the MoD statement says, accordingto TASS news agency.
The remaining crew was able to extinguish the fire “thanks to the self-sacrificing actions of the team,” the MoD added. The damaged submarine is in port at Severomorsk, home of the Russian Navy’s Northern Fleet’s headquarters, located in the Murmansk region on the coast of the Barents Sea in Russia’s Far North.

“The causes of the incident are being investigated. The Navy’s commander-in-chief is carrying out the investigation,” the MoD statement adds.
The Russian Navy has not revealed the exact location of the accident, but it is thought to have occurred in the Barents Sea on Monday. “Seven captains of the first rank and two Heroes of Russia have died in the incident,” Russian President Vladimir Putin revealed in a meeting with the country’s Defense Minister, Sergei Shoigu, according to Sputnik News. “This is a great loss,” Putin added.
The accident reportedly either occurred on board the nuclear-powered Project 10831 Losharik (AS-12), one of the Russian Navy’s “special projects” spy subs, or inside the larger modified Project 667BDRM Delfin-class (Delta-IV) nuclear-powered submarine BS-64 Podmoskovye. According to one Russian media report, the accident occurred aboard a submersible that its mothership, the Losharik, had launched, although it is unclear whether the Losharik has the capability to do so.
The Losharik and Podmoskovye are both operated by the Russian Navy on behalf of the Main Directorate Deep Sea Research (GUGI). GUGI reportedly maintains one of the world’s largest fleet of spy subs with the total number estimated at around eight. GUGI deploys the subs for intelligence gathering and special operations missions.
This week’s accident constitutes the deadliest Russian submarine accident since 2008, when 20 sailors were killed and 41 injured aboard the Russian Navy’s Project 971 Akula-class submarine Nerpa. In 2000, the Russian Navy lost 118 sailors when a number of explosions sunk the Project 949A Oscar-class submarine Kursk. The submarine was homeported in Severomork.
Another spy sub, the Project 09852 Special Mission Submarine KC-139 Belgorod, was launched at the Sevmash Shipyard in Severodvinsk in northern Russia in April. The Belgorod will reportedly be capable of carrying of carrying the nuclear-capable underwater drone “Poseidon.” The submarine is also operated by GUGI.

MOSCOW -- Russia's navy says a fire aboard one of its deep-sea submersibles has killed 14 sailors.

The fire broke out Monday while the submersible was carrying out tests in Russian territorial waters, the navy said in a statement published by state media.


The navy said the fire was extinguished thanks to the "self-sacrifice of the crew" and that the vessel is now back in the Russian Arctic port of Severomorsk.

Russia released few details about the incident and did not say where it had happened or the type of submersible involved, but Russian media reports suggested it was aboard a top secret submarine designed for deep sea exploration.

President Vladimir Putin held a brief televised meeting with Russia's defense minster, Sergey Shoigu, in the Kremlin on Tuesday following the incident. Putin ordered Shoigu to travel to Severomorsk to oversee the investigation into the cause of the accident and to report back personally to him. He also noted that submarine was not a usual navy ship.

"It is not an ordinary vessel," Putin told Shoigu at the brief meeting that was aired on state television and appeared scripted. "Me and you know that this is a scientific-research vessel, the crew is highly professional. This is a big loss for the navy."

He noted that among the dead were seven captains of first rank and two personnel who had received the country's highest state honor.

He expressed his condolences to the victims' families and said that all necessary measures should be taken to assist them.


The Russian military said the fire had happened while the crew was conducting a "bathymetric measurement," a way of mapping the ocean floor. It said the sailors had been killed by toxic gases released by the fire.

The accident is one of the most deadly in the Russian navy in years and quickly summoned memories of the Russian navy submarine the Kursk, which sank in 2000, killing all 118 aboard. That disaster is seen as a key event of Putin's early years in power, when he was heavily criticized for overseeing what was seen as a slow response to the accident and refusing international aid to rescue the sailors.

The Russian military did not identify the vessel involved in Monday's fire. But two independent Russian newspapers quoted anonymous defense sources that it was a small, highly secretive nuclear-powered submarine, called the AS-12, that is designed for operating at exceptionally deep depths. Nicknamed the "Losharik" after a Russian children's character, the submarine, of which only one is reported to exist, is unarmed and has previously been reported by Russian state media as intended for carrying out exploration missions by the Russian ministry of defense.

The "Losharik" has been described as one of the most secretive vessels in the Russian navy, with few details about it confirmed publicly. Construction on the vessel began in 1988 and it was put out to sea in 2003, according to Russian state media reports. Russian media has previously claimed the submarine is capable of diving as deep as 20,000 feet and a report in the state newspaper Izvestia in 2012 said the "Losharik" had taken part in an Arctic expedition where it took samples from the seabed almost 2 miles down. What is believed to be one of the only known photos of the submarine was spotted by military enthusiasts in 2015 after it was apparently accidentally photographed by a team from the Russian car magazine Top Gear while they were carrying out a test drive of a Mercedes-Benz GL450 in northern Russia.

Naval experts have suggested that Russian deep-sea submarines like the "Losharik" might be used to tap or even sever intercontinental communications cables that cross the seabed and which carry most of the world's internet traffic. In the past two years, a number of Western military officials have issued warnings that Russian submarines have been picked up close to the cables.

There has so far been no confirmation that the "Losharik" was the vessel which suffered the fire.
