Feel free to email POTUS over the budget

EDIT; He passed the budget in order to get the military spending he was after.
He wasn't happy about alot of the budget or the filibuster allowance that
keeps everything tied up till the last minute in Congress.

I think he was implying that some defense monies could be transferred to border security, and he already has some money to start on the wall.
